NCSC Invites Cyber Sector to Help Shape National Cyber Shield Initiative

NCSC is calling on industry, academia and critical infrastructure organisations to help shape its new Cyber Shield initiative.

The National Cyber Security Centre and the Department for Science, Innovation and Technology are developing Cyber Shield, a blueprint for a national-scale, sovereign cyber defence capability built on agentic AI, and they are inviting partners from across the cyber ecosystem to help build it.

The initiative responds to a threat environment that NCSC says is shifting fast. Frontier AI is already helping attackers find and exploit vulnerabilities at far greater speed and scale, and NCSC warns that future models may be capable of running entire attacks autonomously, from initial access through to final objectives. At the same time, many UK organisations still fall short of basic cyber hygiene, leaving preventable weaknesses unaddressed.

Cyber Shield's long-term vision is a network of AI "red" and "blue" agents working under the authority of their own organisations, identifying vulnerabilities, containing breaches and sharing insight across organisational boundaries at machine speed. NCSC has set out six core capability areas it says are needed to get there:

  • Reliable, explainable AI that can be trusted to act in production environments

  • Federated AI agents that can identify, trust and communicate with one another

  • Automated discovery and mitigation of vulnerabilities

  • Coordinated, cross-organisation detection and response

  • National-level scanning of UK IP ranges for exposed vulnerabilities

  • National-level automated mitigation, such as blocking known malicious infrastructure

NCSC is clear that Cyber Shield cannot be built by government alone, and is looking to work with frontier AI labs, the cyber defence sector, academia and network defenders in critical sectors to test, refine and eventually scale these capabilities commercially.
